NOTE: All the FORMS mentioned on this page are available on the Forms section.
1. PASSPORT FEE AND PAYMENT METHODS
The passport fee, regardless of its validity (3, 5, or 10 years), is EUR 116,00, to be paid exclusively in Canadian dollars. The corresponding CAD amount is published in the “Consular Fees Table” on our website (see Forms page). The Edmonton Passport Office accepts only money orders/bank drafts made payable to “Consulate General of Italy”.
2. PASSPORT ISSUANCE AND TIMING
Barring unforeseen technical problems, the passport is issued within two weeks from the date the documentation is received by the Vancouver office. Once ready, the passport will be sent to the applicant via the prepaid Canada Post XpressPost, FedEx, or Purolator envelope provided by the applicant.
We recommend keeping note of the tracking numbers of the envelopes.
3. PASSPORT FOR ADULTS
To apply for a passport, residents of Alberta and Saskatchewan (with the exception of the Calgary metropolitan area) must send an e-mail message to the Edmonton Office (edmonton.vancouver@esteri.it) attaching their last Italian passport (if available) and proof of address. If this is the first application for a passport, they should attach other valid ID. Within ten business days, the Edmonton office will reply with details and instructions about the appointment.
4. WHAT TO BRING ON THE DAY OF THE APPOINTMENT
On the day of the appointment, each applicant (including every individual member of the same family) must present their own documentation, accompanied by the required photocopies. It is really important that the whole documentation is prepared in advance; please follow the instructions on this web page.
Documents to present:
- Passport Application Form for adults, fully completed and signed in original (see Forms page);
- 2 colour photographs, Canadian passport format, with forehead and temples clearly visible (rules for valid photographs);
- valid ID with photocopy;
- previous Italian passport, even if expired; in case of loss or theft, a copy (or the file number) of the police report is also required;
- Consular fee for the passport, payable in money order/bank draft made out to “Consulate General of Italy” in the amount indicated in the Forms page > Consular Fees Table > “Passport Issuance”;
- A pre-paid Canada Post small-size Xpress Post (or other trackable shipment).
Barring unforeseen technical problems, the passport is issued within two to three weeks from the date the documentation is received by the Vancouver office.
5. PASSPORT FOR MINORS
The procedure for booking an appointment is the same as that described above for adults. The appointment must be requested by a parent via an email message to edmonton.vancouver@esteri.it. Please attach copy of the minor’s valid ID and, if applicable, of their previous Italian passport.
WHAT TO BRING ON THE DAY OF THE APPOINTMENT
- passport Application Form for minors (see Forms page), completed by both parents. This form must NOT be signed;
- 1 colour photo of the minor, Canadian-passport format, with forehead and temples clearly visible
- (rules for valid photographs);
- valid ID, with photocopies, of both parents and of the minor;
- previous Italian passport of the minor, even if expired; in case of loss or theft, a copy (or the file number) of the police report is also required;
- consular fee for the passport, payable in money order/bank draft made out to “Consulate General of Italy” in the amount indicated in the Forms page > Consular Fees Table > “Passport Issuance”;
- a pre-paid Canada Post small-size Xpress Post (or other trackable shipment).
Barring unforeseen technical problems, the passport is issued within two to three weeks from the date the documentation is received by the Vancouver office.
WHO MUST ATTEND THE APPOINTMENT
To issue a passport to a minor, the consent of both parents is required, even if they are unmarried, separated, or divorced.
On the day of the appointment, the minor must be accompanied at least by one parent.
If one of the parents (both of whom are EU citizens) cannot be present, they must sign the original passport application form. The parent who will be present will need to bring the form to the Edmonton Consular office on the day of the appointment.
If, however, the absent parent is not an EU citizen, they must:
- sign the consent form (see the Forms page);
- have their signature on the form authenticated by the Edmonton office (prior to the passport appointment) or by a notary/lawyer.
The notary may be:
- a notary or lawyer registered with our Consulate (see the Forms page > Travel Documents > “List of Notaries and Lawyers”); in this case, the Apostille is not required. However, the amount specified in Article 69 of the Table of Consular Fees on the Forms page must be added to the total amount to be paid on the day of the appointment;
- a notary or lawyer not included on the above-mentioned list; in this case, an Apostille is required — further information is available in our website’s page on Apostille.
The original consent form must be brought on the day of the appointment.
Consent form if a parent is outside the Consular district
An Italian parent or a parent who is a citizen of the European Union and is located outside the consular district may sign the consent form separately and send it to the Edmonton office, including via email, along with a copy of their valid EU passport.
A non-EU parent may sign the consent form in the presence of an official from the Italian authorities (the Police Headquarters if in Italy, or the Consular Office if abroad) and then send it to the Vancouver Consulate by mail or PEC (certified email)
In the event of the death of one of the parents, a copy of the death certificate needs to be submitted.
Case in which one of the parents refuses to sign the consent form
If the other parent refuses to grant consent, it will be necessary to file a petition with the Guardianship Judge.
The Consul General in Vancouver acts as the Guardianship Judge for minors residing in or registered within the jurisdiction of this Consulate General.
For information, please send an email to the passport office of the Consulate (passaporti.vancouver@esteri.it).
CHILDREN UNDER 12
Fingerprints are not required for children under 12 years of age. However, the child must still be identified.
Parents may also submit a passport application by mail without scheduling an appointment. In this case, they also have to include an authenticated photograph of the minor child. This authentication may be obtained:
- at the Edmonton Consular Office, without the need for an Apostille;
- from a notary or lawyer registered with our Consulate (see Forms page > Travel Documents > “List of Notaries and Lawyers”), in which case an Apostille legalization is not required;
- from a notary or lawyer not included in our list, in which case the Apostille is required (more information is available in our website’s page on Apostille).
The parents should then send by mail to the Vancouver Office:
- the passport application form for minors (see Forms page), signed in ink by both parents along with their valid ID;
- if one of the parents is not a EU citizen, they need to complete and sign the consent form (see the Forms page) and have their signature authenticated by a notary/lawyer or by the Edmonton Office, following the procedures described above for the photo’s authentication;
- the child’s photo, authenticated by the Notary;
- two additional colour photos of the minor (taken within the last 3 months), Canadian-passport format, with forehead and temples clearly visible and with VERY GOOD LIGHTING ON THE FACE; one of the photos must be stapled to the passport application form (top right, “For official use” box); one of the parents must sign below the photo;
- the minor’s previous Italian passport, if still valid; in case of a first issuance, another piece of valid ID (e.g., Canadian passport);
- a money order/bank draft made payable to “Consulate General of Italy” for the amount specified in the Table of Consular Fees on the Forms page (Art. 27); if a notary or lawyer from our list was used for the consent form and/or the certified photograph of the minor, add the amount indicated in Art. 69 to this total;
- a prepaid Xpress envelope, or another traceable courier service, which will be used to return the passport to you;
- the completed and signed Passport Shipping Authorization form (see the Forms page).
Barring unforeseen technical issues, the passport will be issued within two weeks from the date the documentation is received by the Vancouver office.
CERTIFICATE OF ACCOMPANIMENT FOR CHILDREN UNDER 14 TRAVELLING WITHOUT THEIR PARENTS
Children over the age of 14 may travel unaccompanied by their parents without any additional documents other than a valid passport, in countries where a visa is not required.
For Italian citizens under the age of 14 travelling alone or who are not accompanied by at least one parent, a certificate of accompaniment for minors is needed. The request may be submitted by completing and signing the “Accompaniment Declaration” form (see Forms page), and by sending it via email to passaporti.vancouver@esteri.it along with:
- copies of the parents’ passports
- a copy of the minor(s)’ passport(s)
- a copy of the accompanying adult(s)’ passport(s)
- copies of the airline tickets for those traveling.
For information on minors travelling on a Canadian passport, please consult the relevant Canadian government website.
6. APPLICATION FOR A PASSPORT IN CASES OF PROVEN URGENCY
Please do not purchase airline tickets or other travel documents before ensuring that you have a valid passport with an expiring date allowing you to complete your trip. Possession of a travel document is NOT sufficient to demonstrate urgency.
Only in cases of absolute and documented urgency (sudden need for citizens residing in our consular district to travel for serious personal/family reasons or pressing work obligations) it is possible to request a passport through the emergency procedure by sending an email to passaporti.vancouver@esteri.it.
Such an urgency shall be justified by:
- serious health conditions of a family member not in Canada, supported by a medical certificate and along with a letter from the applicant explaining the reasons behind the request for an urgent procedure;
- serious family reasons: in this case, a detailed application from the applicant will be required, accompanied by supporting documentation;
- urgent work needs, proven by a detailed, motivated request on the employer’s letterhead, possibly accompanied by supporting documentation (e.g., registrations for international conferences, etc.).
If the urgency request is accepted, the related fees listed in the Consular Fees Table on the Forms page (art. 74) will apply, and the passport will be issued within 24 hours from receipt of all the documentation normally required (in addition to the documents justifying the urgency).
The urgent procedure is normally granted only to the applicant, not to family members or acquaintances.
Only citizens registered with AIRE at our Consulate can request the issuance of an urgent passport.
7. LOST OR STOLEN PASSPORT / EU ETD
PROCEDURE FOR RESIDENTS WITHIN THE CONSULAR DISTRICT AND REGISTERED WITH AIRE
In the event of a lost or stolen passport, you must file a report with the local police.
After doing so, you may apply for a new passport by following the same instructions provided at the top of this page, and by attaching via email what follows:
- a copy of the police report; if a hard copy is not available, the file number of the Police Report;
- if possible, a copy of the lost/stolen passport (or at least its number and date of issue);
- copy of valid photo ID;
- a statement regarding the loss or theft of the passport (see the Report form on the Forms page).
PROCEDURE FOR NON-RESIDENTS IN THE CONSULAR DISTRICT (EU ETD)
If an Italian citizen who is only temporarily present in our consular district has their passport stolen or lost, they must file a report with the local police.
They should then send an email to the Vancouver Consulate (passaporti.vancouver@esteri.it) in order to request an appointment for the issuance of the EU ETD by attaching:
- EU ETD application form (see Forms page )
- copy of the police report, or the Police Report file number;
- if possible, copy of the lost/stolen passport (or at least its number and date of issue);
- flight reservation for return to Italy or their country of residence, indicating any border crossings.
At the appointment, they also need to bring:
- the original application form;
- valid photo ID;
- two recent (max 6 months), good-quality colour photographs, 3.5 x 4.5 cm, on a white background.
The document only allows to return to the country of residence and is valid for a single trip, normally with a validity of three days. The issuance of the EU ETD is currently free of charge for the user. However, it may be subject to payment of the applicable consular fee (see Table of Consular Fees on the Forms page).
IMPORTANT: Mandatory Return of the Document
Upon arrival at the destination, the holder of the EU ETD must surrender the document to border police or another police station, regardless of its remaining validity.
If the holder of an EU ETD issued by a consular office travels to a country other than Italy, they must return the document to the Italian consular office with territorial jurisdiction over the destination.
