(REGULAR OR TERM INTEREST BEARING POSTAL SAVINGS BONDS AND BEARER AND PERSONAL SAVINGS ACCOUNT BOOKS)

WHO CAN CASH IN?

Postal savings bonds held in Italy by Italians and foreigners living abroad may be cashed in through Poste Italiane S.p.A.. When the postal bonds are joint, the cashing in is disjointed for each account holder. For example, if a bond is jointly held by both Mario and Antonio Rossi, both Mario and Antonio, by themselves, may cash in. If one of the holders is deceased, there is another procedure.


HOW?

In order to cash in postal savings bonds or postal savings accounts, applicants must include the following:

Form W14 available through Poste Italiane S.p.A.
• A form concerning the mode of payment. The applicant must choose to be paid either by means of:

a) A cheque issued by Poste Italiane S.p.A. or
b) A transfer of funds from Poste Italiane S.p.A. to the applicant’s bank account (in this case, the applicant must provide a bank account number, the name and branch of the bank, and the SWIFT code)



Other necessary documents include:
• A copy of a valid piece of Italian or Canadian photo ID (preferably a passport)
• Social Insurance Number (codice fiscale) given by the Italian Ministry of Finance
• The postal savings bonds and/or postal savings account books, which must be submitted as original documents, together with one photocopy (for postal savings bonds: photocopy of the front and back of the document, and for postal savings account books: pages showing the name of the holder and the balance).


The applicant must sign both forms in front of a Consular office, who in turn will authenticate the applicant's signature.

 

The applicant has the option to extend special power of attorney to enable a third party to cash in the postal savings bonds and/or postal savings accounts. Said document must specify, in numerical order, the serial number of the bonds and/or postal savings account numbers, as well as the amount. The special power of attorney must be drawn up either by this Consulate General or by a lawyer recognized by the same (see attached list).

 


ATTENTION!

It is important that all of the information is correct and complete in order to cash in. All of the information must be legible, paying particular attention to the bank account number, the name and branch of the bank, and the SWIFT code, for those applying for a direct transfer of funds.

Any fees incurred by the foreign bank will be at the expense of the beneficiary.

WHAT IF THE HEIR-JOINT HEIR OF THE BOND IS DECEASED?

CASHING IN IN THE EVENT THAT ONE OF THE HEIRS OF THE POSTAL SAVINGS BONDS OR POSTAL SAVINGS ACCOUNTS IS DECEASED?

There are two cases that can result in the event of death of an heir. Read the following for the documents required for either case.

 

 

1. The deceased had Italian citizenship and resided in Canada on the date of death
Documents required:
• Death certificate released by the Italian Comune, if already transcribed in Italy, or Canadian death certificate translated into Italian e legalized by the Consulate General
• A copy the deceased person’s Italian passport
• A copy of the will, translated and legalized into Italian
• An affidavit in Italian released by a lawyer or public notary and legalized if all of the heir are Canadian citizens OR A substitutive declaration of the affidavit according to the D.P.R. of 28/12/2000 given by an heir that is an Italian citizen, reflecting the state of succession (done through the Consulate General)
• Completed and signed W14 form by all of the heirs or by one of the heirs who has power of attorney
• Postal savings bonds or postal savings accounts books in original
• Valid identification of the applying heir (passport or driver’s license)
• If the affidavit lists other heirs not listed in the postal savings bonds or in the postal savings accounts, such persons must give power of attorney to the listed applying heir on their behalf


2. The deceased person had Canadian citizenship (or other)


Documents required:

• Death certificate released by the Italian Comune, if already transcribed in Italy, or Canadian death certificate translated into Italian e legalized by the Consulate General
• A copy of the deceased person’s Canadian passport and/or a certificate of naturalization
• A copy of the will, translated and legalized into Italian
• Certificate proving succession, according to Canadian law, indicating the heirs to whom the inheritance is to be given, released by the competent authorities or by a Canadian lawyer, translated and legalized into Italian
• An affidavit in Italian released by a lawyer or public notary and legalized if all of the heir are Canadian citizens OR A substitutive declaration of the affidavit according to the D.P.R. of 28/12/2000 given by an heir that is an Italian citizen, reflecting the state of succession (done through the Consulate General)
• Completed and signed W14 form by all of the heirs or by one of the heirs who has power of attorney
• “Payment of Postal Savings Bonds or Postal Savings Accounts“ form to be completed and signed*
• Postal savings bonds or postal savings accounts books in original
• If the affidavit lists other heirs not listed in the postal savings bonds or in the postal savings accounts, such persons must give power of attorney to the listed applying heir on their behalf



N.B.

• For married Canadian citizens, the marriage certificate is required along with a valid photo ID
• *The signature can be authorized by an officer of the Consulate General, a lawyer, or by a Canadian public notary. If signed by a Canadian public notary, the document must be subsequently legalized by the Consulate General
